The problem from legal perspective is when a vendor has a
dominating position in market X and use that to achieve
a dominating position in market Y.

The premise was that people (for whatever reason) wanted
Windows as desktop OS but that the only reason why they
wanted IE as browser was that it came with Windows.

I don't think the analogy is similar at all.

Peugeot does not have a dominating position in
the car market. And I don't think Peugeot are really
trying to dominate the transmission market at all.
