No.

It has always been possible to install other browsers on Windows.

There were some debate about the ability to complete remove IE. But
that was not the legal thing either.

MS and EU made and agreement in 2009 that Windows 7 users should have
the option of choosing between 12 different browsers.

MS rolled out the change.

But the change got lost in SP1 which costed MS a fine of 561 million Euro.
