V5.5 or V5.5-2 is a bit of a stretch for a first-time manager, and 
OpenVMS VAX V7.3 would be a better choice at least to get going.

Then downgrade to V1 or some other release for any "I ran ~forty year 
old software" efforts.

Also as you're learning, OpenVMS does not work like other platforms and 
approaches such as you're trying here—sneakernet of floppy disks and 
the modern emulated analog—don't work all that well.

Once you have a working system, swapping files around gets easier.  
V5.5 is far enough back that the sorts of things you're doing here just 
weren't common.

And there's little support for ODS volumes and RMS files elsewhere, 
even with a few freeware packages for Linux.

And OpenVMS still doesn't support the sorts of interchange you've been 
attempting.  Add-on tools can allow some of that, but the base distro 
lacks... a lot.  Even IP is an add-on.  Still.

In this case, the TCP/IP Services kit is also part of the kit you have, 
and that'd allow telnet and FTP access to other systems, and enough to 
download that Process Multinet kit you're wanting.

That'd probably be the easiest approach to get Multinet here.  And 
you're going to need to get the network plumbing configured inside of 
simh, no matter which IP stack you choose to use.

VSI have their heads elsewhere for the next few years.  Not the least 
of which is work on the port.
