[Info-vax] COBOL message

A client has given me a sample COBOL program.  WHen I compile, it complains:

%COBOL-F-FORMAT, "IDENTIFICATION" not found, possibly incorrect /ANSI_FORMAT 
qualifier


The file seems have one:

       IDENTIFICATION DIVISION.
       PROGRAM-ID. SAMPLE_INVOICE.
       DATA DIVISION.
       WORKING-STORAGE SECTION.
