Think of weendoze explorer as "the computer". It lets you see the storage on
the system.
You don't mention which version of weendoze. It will be a bit more obscure on
the newer junk, 7, 8, 10.
As Jan Erik mentioned, weendoze will usually mount the USB stick when inserted.
You don't mention what type of file is involved. For a text file, NotePad will
do. Just right click on the filename, select open or "open with".
