In this case the standard is 6000 pages from ISO and ECMA.

I believe it is ECMA TC45 that is driving the standard work
(producing new editions).

Microsoft is obviously very active in that (the chairman is
from MS), but a bunch of other companies and organizations are
participating: Apple, Barclays Capital, BP, The British Library,
Essilor, The Gnome Foundation, Intel, The Library of Congress,
NextPage, Novell, Statoil, and Toshiba.
