Hand those same folks an OpenVMS distro and a box and watch what 
happens.   No apps, no familiarity, no tools, no GUI, old-style docs, 
apps and startups that fail — sometimes obscurely — until MODPARAMS and 
AUTOGEN is invoked.  That's just not gonna work in favor of OpenVMS.  
Not against the existing familiarity and tools available with Windows 
Server and Linux.  Many folks new to OpenVMS will struggle to get IP 
installed and running, if the common sorts of problems that get posted 
around here are any guide.   You're not willing to run a secure 
configuration for that matter, given there's no SSL for IMAP and POP.  
So folks have to VPN into your network, and either use command line — 
that's going to be popular, particularly if we're going to use 
MIME-encoded messages and attachments — or the X interface, or a local 
mail client via VPN.   And the list just accumulates.  In most cases, 
they'll grumble or laugh and will go back to running Windows 10 or 
Linux or — since you're likely specifically referencing clients here 
and not servers — at iOS, Android or maybe macOS.
