Many places already have plans to *ban* petrol and diesel vehicles by a 
certain year - I can't remember the years, but Paris, London, and 
California are three of the places.

That will mean you'll get fined if you try to drive an old car in such 
places. Of course there will be a red tape governmental process you can 
go through to get permit or license to temporarily use such a vehicle 
for things like making a movie or TV show set in a previous era 
(although even then, it may be easier and cheaper for the filmmaker to 
simply put a re-creation of an old car body design onto 
electric-powered trolley / chasis and then add sound and exhaust 
effects in post-production).
