no it doesn't.

true, but that doesn't entitle them to drive anything they want on
public roads.

also, california is extremely anal about what is allowed and what is
not. install the wrong part and it will fail smog, even if the
emissions is well below the limit (which on recent cars, is not even
checked, they just use obd).

only if it's registered, insured and smogged.

you can outside of california, as long as it was registered elsewhere
and driven some number of miles (don't remember how many, 10k or so).
