Actually, it isn't mountains that count, but steady reainfall. Hoving a
huge drop doesn't do much if you only get rainfall twice a year.

Here are the hydro dams in Québec:

Note that the 4th largest (Beauharnois) is run of the river. To
calculate total power generated by the St-Laurance at that location, you
need to include Les Cèdres as well.

Note, if you click on "La Grande" (river name), you will see a map.
Although not shown, the elevation difference between Brisay and La
Grande 1 is about 600m, not because of any mountains (it is flat
toundra) but just sheer distance.

Also, Eastmain and Sarcelle plants are part of a diversion of major
rivers that used to flow west to James Bay, but now flow north to the
Réservoir Robert Bourassa which adds to water flow through LG2 and LG2A
as well as LG1 (later being run of the river).

One major advantage of hydro over nuclear is that it can rapidly adapt
to needs. So when solar/wind generate power, they can quickly reduce
power output of hydro, conserving water in reservoir for when needed.

Hydro Québec plays on this advantage: when North East USA has power
surplus and can't lower production because of nuclear or coal fired
plants taking too long to ramp down and back up again, Hydro Québec buys
that surplus at very low price, keeping water in its reservoirs for when
the North East USA has a power deficit and high demand and HQ can then
sell that hydro power at much higher rates to the USA.

(This is one reason many coal plants are converting to natural gas as
they can more quiackly adapt to demand).
