The biggest error was to shut down the reactor, with expectation that
external power would continue to allow the shutdown and cooling of
reactor. Had the reactor not shut down, they would have had internal
power to continue to run the reactor safely even if disconnected from
the rest of the grid and external diseel generators inop due to flood.


Considering a reactor's shutdown is measured in hours/days, automated
shutdowns started at the mere tremor instead waiting sufdicient time to
ensure you ave external power to cool it down is the mistake.


This is similar to an early Airbus problem where the computer wouldn't
allow spoilers/thurst reversers to deploy upon landing until sensors
indcated nosehweel had started to spin. On the surface this seems
logical, but did not consider the possibility of hydroplaning where the
wheel was on ground but not spinning.
