Search for zip archive files with the substring "doc".   The files in 
those zip archives are RNO files; RUNOFF files.  If the docs won't 
build with the built-in RUNOFF tool within OpenVMS and the provided DCL 
command procedures within the respective zip archives, then DSR+ is 
available on the Freeware and that'll probably build the documentation 
files for you.

The conversion from Postscript to PDF is easy when you have macOS 
around; it's all part of the platform either directly via the GUI tools 
or via the command-line and the ps2pdf tool that's part of Ghostscript. 
 Ghostscript is available for other platforms, including OpenVMS.   I'm 
sure that the Adobe Acrobat tools can perform the same conversions on 
Microsoft Windows, if that's the local client platform.   And there are 
Ghostscript ports for Windows.

The SDL tool (apparently used elsewhere in the SCAN bits) is also
