As has been pointed out, they did. My first college classes on VMS were 
using PL/I. It was my favorite upper-level programming language until I 
finally had a chance to learn BLISS.

Several of my very early DECUS SIG tape contributions were written in PL/I.

Hard to believe that was more than thirty years ago....
