[Info-vax] "SEND MAIL" doesn't send mail, mail stays in queue

The tree testmails are shown, but also the smtp queue. So that looks ok.
I edited the TCPIP$SMTP.CONF file manually because TCPIP$CONFIG didn't
change the .CONF file (the gateway/smart host).
