Because you don't know how to test.
There is near 100% chance that Alpha EV6 and EV7 are vulnerable to Spectre.

I am not sure what it means, but it sounds like something specific to U.S.A.
For you information, majority of recent Intel processors designed in Haifa, Israel, where your USA-specific terminology is not applicable.
