So you have no backups, what look to be a stack of several devops 
errors, and no ready path for recovery, and fossil-grade software 
versions?  Ah, fun times.

NFS can throw odd errors for problems with the other end of the 
connection, too; when the remote end is not offering NFSv2.

And unfortunately, the messages displayed by NFS don't always line up 
with reality; I've seen bogus NOPRIV errors, for instance.

See if SET WATCH FILE /CLASS=MAJOR or such might show which file is 
being accessed around the error.  Might have to start the NFS server 
directly to get messages from that, though.  If the system can be quiet 
around the startup of NFS, security auditing can be enabled for file 
accesses and more and that — along with a blizzard of audits — might 
provide a clue around what's going on.

TCP/IP Services does weird things around missing configuration files, too.

Or roll in the whole environment from four weeks back.   Or restore the 
backups to another disk and checksum all the files.  That'll at least 
narrow down the search.

Or upgrade this configuration to OpenVMS VAX V7.3 and "then-current" 
TCP/IP, which'll address a number of latent issues in this 
configuration.
