How do you mean?  What happened was no problem at

Last time I checked, these corporations generally
prefer to hang onto it and not spend it when they
don't need to and especially not when there's no
real good reason for it...

Also, if money wasn't an issue (as you seem to be
suggesting), then they could have easily developed
something like this in-house, except they didn't.
