No idea what state it is in, but how abut the UCSD P system compiler ?.
I know it is very old and a bit clunky but it was designed to
be easily ported. I remember one company who built a whole range
of apps programmed using the system.

Another way might be to write a slip layer library to interface
between an existing Pascal compiler and a different language run time
library for the target system...
