People should be aware that the TIOBE index works by measuring results
returned by search engines.

In other words, they are looking for the number of questions asked
about a language and the number of articles written about it.

This is only a very rough guide to how heavily the language is used
in a specific year because it only measures how often people are
talking about it, not how many are using it.

For example, if they track scripting languages, will DCL show a
sudden jump upwards in the TIOBE index for 2018 ?
