Because of all the extra's that EDT on VMS lacks: i.e.
     -programming laguage sensitivity whith auto-layout and highlighting
        keywords
     -line-no/line-position indication
     -X-windows not running in terminal

Sure, your are missing keys and have to define the others in the "host-OS"
