In general, yes, but there are versions of Linux for other
architectures, such as Sparc and Power. Not so well supported, but
still useable and most packages compile without issue. That's the
advantage of a common unix style framework and is where much of
the early and better quality open source work was done. Remember all
the many, if not most of the early ftp download sites were university
and other educational establishments ?.

Both Debian, FreeBSD (on Sparc) and others are under active development
and Oracle have their own version of Red Hat on Sparc downloadable for
free from their website. They are also collaborating with Debian Sparc
developers on their port. Loads of work going on and can only be good
for long term diversity in both operating systems and cpu architectures.
Monopolies may have been the only way to get the job done in the old
days, but are detrimental to progress long term.

The sooner the world sees Arm servers and desktops, the better and
might just give Intel the kick it needs to do some real development,
instead of just milking it's monopoly...

Regards,

Chris
