Still a separate DB not integrated or maintained by the native platform provider as Simon was requesting. Not much different than downloading / installing.
Having stated this, I am not saying native OpenVMS installs and configs could not be done better in the future. As an example, one might image some creative installs using LD images with custom freeware/open source prod's integrated.
