Lots of software involves porting in the open source relm and reassembly and tweaking or forking

VMS is a long way behind in many of the open source areas now, just look at many of the packages and how out of date they are behind. Python version 3 was release in December 2008 and it's non existent on VMS still, 10 years later. Rince and repeat for many other open source products
Of those that do exist, they can lack total compatibility or have features missing or require cludging to get working on VMS

The next generation of coders are not looking at VMS to develop on and even if you have them a free licence and said here you go they would not take up the offer, there is nothing about developing on VMS today that would even remotely attract a young coder to the platform

Name a single area in which coding on VMS excels or even equals development capabilities on other platforms, certainly not if you want to develop code that is easily transportable and sharable with other platforms

Bolstering interoperability with open source and other OS interchange abilities would be a better target for VSI dollars than trying to make VMS a desired platform for attracting the next generation of coders. 

VMS being the pinical of a coding platform ceased long ago and sadly I doubt will ever return
