Based on the phrasing, I'd expect the TZ logical name was not correct 
for the testing.

Invoke UTC$TIME_SETUP.COM and configure the local time.

That procedure sets up the environment correctly, such as it is.

Timekeeping on OpenVMS is confusion unbound, due in no small part to 
efforts to maintain compatibility.

It'd be nice if the x86-64 port maintained UTC everywhere, but it 
almost certainly won't and that due to the scale and scope of what 
needs to be fixed.
