All OpenVMS Alpha and all OpenVMS I64 versions that a hobbyist is 
likely to encounter will have ISO-9660:1988 support.

This barring somebody having scrounged up a really old version of 
OpenVMS Alpha; V1.0 or V1.5.  Or a similarly old OpenVMS VAX or VAX/VMS 
version.

More specifically, OpenVMS VAX and VAX/VMS prior to V6.0 lacks 
ISO-9660:1988, save for a few cases where folks both had and installed 
a patch for V5.5-era environments.

So long as those CDs are written with ISO-9660:1988 with or without 
High Sierra.  Rock Ridge and UDF won't be readable.

I know some folks seek to use modern approaches with ancient OpenVMS 
releases, but there are other and usually easier better ways to get the 
initial three licenses loaded.

With OpenVMS, a serial console connection is somewhere between useful 
and a necessity when things go sideways, too.  The graphics console 
only gets you so far, and with limitations.
