OpenVMS and BACKUP don't do anything special with tape loaders and tape 
libraries, absent an add-on tool such as MRU.

The loader or the library sequences the media—or doesn't—based on the 
device load and unload commands.

Same I/O sequence as what happens with a single-unit tape drive.

Checked the library firmware?
