No, the Netherlands used Amsterdam time (GMT +20 minutes) until May 15th 
1940, when the Germans ordered us to use MET (GMT +1 hour).

At the time MET was the proper time zone for the whole of Germany, since 
Germany still had its East Prussian areas.

However, the exact latitude for MET is just east of the present 
German/Polish border, so GMT +40 minutes would be the proper time zone 
for Germany.
