Unless you worked for my company.  We wrote several, 
mostly for comms devices.  I once wrote a DN-11 autodialer 
driver that worked in BASIC+ running in the [1,1] account 
which poked the device CSR to dial calls.  But that was 
weird.  Real device drivers which hooked into the RSTS/E 
I/O system and processed interrupts and could do DMA as 
well as character processing were possible but not well 
documented.
