As the current ACMS maintainer at VSI, I heartily agree with the above.

On the other hand, it has way more carnal knowledge of VMS internals than
a layered product should have.  It may be that when it was developed in 1980,
there were no other choices (LIB$FIND_IMAGE_SYMBOL did not exist then), but the 
way it maps DCL by hand into a newly-created process is baroque.
