[Info-vax] PathWorks (Advanced Server) bug or feature?

I had a customer ask me about this this morning.  They've had users complain
about Pathworks connections.

When checking the Pathworks license with PWLIC, it normally shows something
akin to

$ PWLIC
Advanced Server for OpenVMS (V7.3-200B): Server-Based License Report:
    License              Total    Cluster Use    Available
    PWLMXXXCA07.03          10         4             6

$ PWLIC
Advanced Server for OpenVMS (V7.3-200B): Server-Based License Report:
    License              Total    Cluster Use    Available
    PWLMXXXCA07.03          10         5             5

However, several times this morning they received errors and PWLIC returns
output like this:

$ PWLIC
Advanced Server for OpenVMS (V7.3-200B): Server-Based License Report:
    License              Total    Cluster Use    Available
    PWLMXXXCA07.03           0         2            -2

    No Server-Based licenses available.
    PWLMXXXCA07.03 is the minimum license required for client connections.

$ PWLIC
Advanced Server for OpenVMS (V7.3-200B): Server-Based License Report:
    License              Total    Cluster Use    Available
    PWLMXXXCA07.03           0         4            -4

    No Server-Based licenses available.
    PWLMXXXCA07.03 is the minimum license required for client connections.


I don't know too many more details and I don't do WEENDOZE.
