We are one month into the second quarter which ends in 2 months from now.

Does anyone else seriously doubt that the above is going to happen,
given that we are only about to have first boot ?

My guess would be that this is probably at least 4-6 months away.

Depending on the changes over V9.0, is that more likely to be
first quarter next year ?

That's possible, if you mean late 2020, but I doubt many will
use it in production for at least a year after that until the
initial teething issues have been worked out.
