We know little here about you or about your requirements or your goals
or your interests or expectations here; this all as related to OpenVMS
and this and your other questions.
In this case, we also don't know if there's any presumed origin of this
"vms-pcap" kit in your archives, nor what you've tried to web search
for, nor what you've examined within the kit, nor what you're
presumably trying to do with pcap.
Terse questions can be surprisingly difficult to answer.
As for libpcap, OpenVMS TCP/IP Services V5.5 for OpenVMS V8.2 includes
support for libpcap:

Older OpenVMS releases do not have pcap support, and OpenVMS VAX long
predates this particular libpcap work.
Haven't looked to see pcap support in the VSI IP fork of Process
MultiNet, and which is the path forward for those of us running current
OpenVMS releases.
There are other OpenVMS- and pcap-related packages discussed in other
search hits, including some pcap-related work for simh. DuckDuckGo
finds some discussions.
But whether you have here some earlier release of the OpenVMS vendor
pcap, or pcap acquired from somebody else, what you've researched, what
you're trying to do here more generally, with what versions and
architectures, etc?
We aren't your archivist, and we aren't mind readers, after all.
