I played some with the VMS-PCAP sources in the Simh kit last April. The source file comments indicate it was written by Anders Ahgren in 2003 with some fixes by Matt Burke in 2011.

I made one change to a MACRO routine that would return a length R0 unless it returned a error condition code instead. I made it put the length in a argument so it didn't have to disambiguate whether 12 was the header length or an ACCVIO.
