Odds are that the job posting is written such that someone already there is the only candidate that qualifies.  I remember the practice was quite common back in the 90's when I was working at Wright-Patterson AFB as a contractor for DEC.  When a contractor's contract was up for renewal and "open" bids were required, the agency would write a job posting such that the current person was most likely the only person that would fit all the requirements and thus, could be rehired.
