If they don't need HP branded memory they can find third party memory
for Proliant for about 10 dollars per GB. That is 10K-20K for 1-2 TB.

(BTW I think DL580 prefer 1.5 or 3)

Most COTS vendors charge per VCPU allocated to the VM.

Only a few charge per core in the physical server.

True.

But their cost would have totally exploded if they had had the same 
growth of instances with physical servers.
