[Info-vax] Shadow licenses no longer in the hobbyist license set

I just brought up my second Alphaserver at home; hasn't been run in a while.  After installing the most current hobbyist licenses and rebooting, noted that the two data drives (both shadowsets) failed to come online.

Turns out that the paks no longer include the shadowing license.  The I64 kit has the Foundation license which does not include shadowing, and no shadowing license (I don't have a hobby Itanium, so not sure if it used to be there).
