Universities paid.
If my memory serves me right then back in the 1980's it was in the
magnitude of 50 K$ per compiler, but in the 1990's some educational
programs significantly reduced the cost.
So definitely money, but not that bad. We had 100 student
concurrent sessions doing Pascal on a VAX 6420.
