Nope.

Not unless you can find a controller that pretends to be an 
OpenVMS-supported controller on the host-side and provides FCoE or 
iSCSI on the back-side.

And I'm not aware of any.

OpenVMS has little support for connections to modern storage.  
Traditional Fibre Channel host bus adapters are pretty much the extent 
of that support.

There was an now-long-withdrawn iSCSI beta back around the millennium, 
but it wasn't particularly robust nor particularly efficient nor 
particularly fast nor particularly integrated, and I'd be surprised if 
it still works.  If you can find it.

VSI folks are well aware of FCoE, iSCSI and RDMA/RoCEv2, though they've 
some work queued ahead of that.  And I'd tend to doubt they're 
seriously looking at adding FCoE.  iSCSI and RDMA/RoCEv2 are on the 
~current roadmap.
