Everything in VMS must be copyrighted to HPE/VSI? Not any other

I had heard that one of the issues about making VMS Open Source (I don't 
agree on such thing) was because of a lot of "external" copyrights. But 
perhaps I didn't unserstand.
If there are already  "external" copyrights, why adding others can be a 
problem?
Pure theoretical question, to a better understanding.

Another question is about willing or not to build a collaborative 
business. My opinion is if you choose that, you can find how to build 
that. For now, I gave up on that. So, don't bother :)
