There's more than a few chapters possible on that discussion.

In the tooling, as the VAX compilers and tools didn't and variously 
couldn't compile newer source code sans subset source code and 
workarounds.

In the development tooling too, as the then-current VAX tooling was 
perceived as a problem.

In how the product designs can mimic the organization designs, and the 
organizational and staffing personalities.
