Probably most of it. It would not exist on Linux unless someone was
interested in it. And if someone want something on Linux it seems
likely that they will also want it on VMS.

But there is a difference in the math.

If we assume there are 10000 VMS servers and 10 million
Linux servers used worldwide (numbers made up).

If some features is wanted by 0.1% then that would mean
that 10 VMS servers want it but 10000 Linux servers want
it.

Which likely will result in it not being created for VMS but being
created for Linux.

SSL / TLS is a standard. There are several implementations.

OpenSSL is probably the most widely used.

But there are other. And I am pretty sure that you are
right about MS not using OpenSSL.
