When DECnet is running on the VAX and the other systems don’t see it then the ethernet switch on the back may be in the wrong position. It offers a choice between AUI (i.e. needs an external transceiver) and thinwire. So you might want to check that. 
On ConDist cd’s there’s a [CDROM] directory. You can search the text files or run the utility in it. IIRC it requires a logical name that points to the cdrom device.
