Of course it is. Because everyone these days knows C (or,
at least, believes that he does).

If you can read the language well enough actually to
understand what the code does, then how could you not be able
to write such code?

Then what, exactly, is your recommendation? Drop the
whole idea?
The point is that if C is a mystery and the IP socket RTL
is a mystery, then converting both to somethings else would
likely be more work and less likely to succeed than learning
enough C to deal with what must be working, existing C code.
Of course, it's tough to make specific recommendations
regarding invisible code to satisfy invisible requirements.
