When I was in an environment like this, I had a short 5-line DCL script that
would send log files over to a linux host where the Splunk forwarder was 
rigged to pick them up, then we just used Splunk for log analysis and reporting
like all the other systems.

But it has been several years since I have run VMS in an environment with
that kind of automation.
