Yeah, there are a few reasons why this sort of data from stack overflow is problematic, but in particular for language tags one may or may not include the OS, depending on whether it's relevant to the question.  Also depends on the preferences of the tag experts at SO (for example, the fortran folks generally prefer that you use as few tags as possible, preferably only "fortran").

(additional fortran/SO notes below, FWIW, for anyone who cares)

For example, I have 3 or 4 fortran questions at SO where I was using the HP compiler on OpenVMS, but none have the "openvms" tag.  I think I originally tagged one with "fortran", "fortran90", and "openvms" but the fortran gurus there are kinda control freaks and insisted I just tag it "fortran".

Also, FWIW, fortran questions specific to HP fortran can be tagged as "ifort" or "intel fortran" (I forget which one) as ifort is the successor to DEC/Compaq/HP Fortran and there is no tag for DEC, Compaq, or HP Fortran.  I think a couple of my SO questions have the "ifort" tag for this reason.
