These are the InfoServer client side load files (LVAX = "large VAX", SVAX = "small VAX", I think...I don't remember the type of VAX systems from that era that would have fit the large vs. small profiles.) 

If you put those files into the MOP loader directory of any VMS system with MOP/DL setup you can type the appropriate file name when prompted (I think you need to do B/R5:100 ESA0/EZA0 to get the VAX console to prompt for the load file name).

I checked my SPL disc and it too has these same files in the SYSD root...I'm pretty sure that VMB (in ROM?) would look for SYSBOOT.EXE in the root specified in the high nibble of R5 (i.e. the D in /R5:D0000000 --> [SYSD.SYSEXE]SYSBOOT.EXE).

We don't have a VAX3100 of any flavor so for grins I tried to boot my CD disc (the CD-ROM from DEC) on a VAX4000-1xx but it failed (I would have been surprised if it had booted, but...nothing ventured, etc.).
