I do not fully understand...

 From your log it looks like the "local" system is an VMS system!?
Can you explain better what the system is that you are running
the FTP tool on. VMS or some "PC".

Hm, is the tool run on a VMS system and copying a file into a PC
system (where the "FTP server" part is running)?

On the VMS system where the the file you mentioned before is located.

Like:

$ DIRECTORY/FULL STKREPORT:STK_RP_20.PRT

Of particular interest are any possible ACL entries that might
give the old user access to the file but not the new one...

Do you have the same log from the failing user?

Maybe the new user does not have access to the file on the
VMS system that you are trying to copy using FTP?
