You are probably better off using the approach everyone else uses:

Start here to register for a hobbyist licence from HPE:

Make sure to answer all questions, including the "How do you use the
Hobbyist Program?" question even though it is not marked as a mandatory
question.

After a few hours/days, you will receive an email containing the licences.
The requests are processed during India business hours so keep that in mind.

If links to the download kits are not provided, reply back to the
email you receive with the licences and ask for the download links
to the kits. Make sure to specify VAX, Alpha or Itanium kits.

SimH has a working VAX emulator.

For Alpha, FreeAXP is available for free in a limited configuration
provided you don't mind running it on Windows.

There is no freely available full system emulator for Itanium.
