You mentioned that you "copied" the new user account from the old user 
account.  Some things to check.

Do both accounts have the same UIC, or did you set up a unique UIC for 
the new account?

When you issue the command "SHOW PROCESS", what is the UIC for the new 
account?

Actually, post some information here.

Run authorize and then "SHOW <new account>"  and "SHOW <old account>"

SHOW PROCESS for both accounts.

DIRECTORY/OWNER for both accounts.

When copying files from one account to another, you should use the 
/OWNER=PARENT qualifier in the COPY command.

 From what you have reported it could be an issue on the PC side.
