I had the same problem that the network interface didn't get recognized by FreeAXP. Then I found this thread: https://forum.vmssoftware.com/viewtopic.php?f=22&t=20&sid=2a6b780c6d64c6c2037a9bdfcef6a84a

I just uninstalled the VSI package, installed FreeAXP 3.0.0.620 and now my NIC is recognized and VMS has booted with the data files from the VSI package.

Havn't tried to configure the network yet though.
